Top of your list for college funding (ahead of federal loans and private low interest student loans) should be a college scholarship and the secret to getting a scholarship is to ensure that your application form sings your praises. You have to give the awarding body a reason to award you the scholarship and this means that you need to think very carefully about just what to include in your application and, most importantly, how to word things. You must not of course lie on your application or resort to invention, but there is nothing wrong with taking a relatively small achievement and painting it in the best possible light. You may for example think nothing about your weekly visit to a local shelter to help out, but this could become a very good example of your commitment to community service.
